A Vehicle List is an admin-managed list of license plates used to control or influence how specific vehicles interact with Passport’s systems. They are a flexible tool that can grant or restrict parking rights, suppress enforcement actions, or trigger special pricing, all without requiring a user-facing permit or application process. While Vehicle Lists often serve niche or exception-based use cases, they are powerful when paired with Passport’s Parking, Enforcement, and Permitting systems.
Using Vehicle Lists
With the appropriate user privileges enabled, navigate to Vehicle Lists by selecting Settings, then choosing "Vehicle Lists" from the navigation menu.
Creating a New Vehicle List
When creating a new list, users can enter a name, specify whether the list applies to a single zone or ALL ZONES, and choose whether list records should expire. They can also add default note text, which will appear as a placeholder when adding individual vehicles to the list. The following settings are available for each list:
- Set Expiration (toggle on and off): Lists do not expire, but individual vehicles within a list can expire. This setting controls the default number of days a vehicle should be valid for when it is added to the list.
- Show as Active Session: Determines if the LPN on the list will appear in OpsMan Mobile as a valid session / parking right.
- Allow Violation: Determines if the vehicles on this list are eligible for citations from OpsMan Mobile.
- Deny List: Indicates whether this list of LPNs is used to restrict vehicles from specific workflows within other Passport product features.
Viewing an Existing Vehicle List
Once a list is created, it appears on the Vehicle Lists landing page, where users with the appropriate privileges can View, Edit, or Delete.
- View opens the list where you can search for a specific vehicle or additional ones.
- Edit allows you to change the properties of the list defined above.
- Delete removes the list and the list of vehicles associated with it. Once a list is deleted, it is not recoverable from the Vehicle List page.
Note: On this screen, a Zone value of None means this is an operator-wide list, being active in all zones.
How to Add a Vehicle to a List
Once a list is created, there are two ways to add vehicles: individually or via bulk upload. Both options are available from the “View” screen of an individual vehicle list.
- The “Add Vehicle”button is used to add vehicles one at a time. You’ll be prompted to enter the vehicle’s LPN and select the state from a dropdown menu. If the list includes a default note, it will automatically populate the vehicle-specific note field, which can be modified as needed. If the list has a set expiration, an expiration date will be applied to the vehicle, though this can also be adjusted individually.
- Note: You cannot set a future start date for a vehicle. Once added, the vehicle’s inclusion takes effect immediately.
- The “Bulk Upload” button allows you to add multiple vehicles at once. Clicking this button will walk you through the required steps. You can choose to append the new vehicles to the existing list or replace all current records by selecting the corresponding checkbox.
How Vehicle Lists Interact With Passport Products
Parking
- Vehicle Lists can be used to trigger Conditional Rates
- Conditional Rates are attached to specific zones
- When a parker enters an LPN that matches a Vehicle List tied to a Conditional Rate, they'll see a rate that differs from the default zone rate
- Common use cases: employee pricing, contractor access, event-specific discounts
- Vehicle Lists must be linked to Conditional Rates to affect pricing; they do not directly assign a rate on their own
- If interested in utilizing this functionality, open a Support Ticket
Enforcement
Vehicle Lists can serve multiple purposes in Enforcement, depending on your specific use case:
- Do Not Cite Lists: Prevent listed LPNs from receiving citations in designated zones when using OpsMan Mobile
- Parking Rights Lists: Display listed LPNs as having an active parking right in monitoring for the zones associated with the list
- Troubleshooting Tip: If you’ve added a vehicle to a list but don’t see the plate in the monitoring zone, contact Support to confirm the correct zone setup was configured during implementation
- Important In-Field Alerts: Can be used to notify officers of prior interactions when they encounter specific vehicles in the field

Permits
- Vehicle Lists and Permits are separate tools
- Permits don't require that a Vehicle List be maintained
- Removing an LPN from a Vehicle List does not cancel any associated permits; those stay active unless revoked through the Permitting system
- Vehicle Lists are NOT the same as Waitlists
